SCC HOLDS HEARINGS AS PART OF INVESTIGATION INITIATED BY DEL. RAMADN

The State Corporation Commission (SCC) conducted its first hearing into the toll structure along the Dulles Greenway in Purcellville yesterday afternoon and evening. Testimony against the high tolls was given by Delegate Randy Minchew (R – 10th), Supervisor Janet Clarke (Blue Ridge), Supervisor Gary Higgins (Catoctin), and several other concerned citizens and experts. Congressman Frank Wolf submitted written testimony highlighting some of the problems with the existing toll structure. Most of the testimony presented pointed to the fact that high tolls strongly discourage daily use by commuters; leading commuters to use secondary roads to get to and from work, school, and other activities. Experts also testified that the Greenway is in essence a monopoly that benefits foreign investors at the expense of Virginia commuters. …

House Bill 1606 states that any person who solicits sex from a minor 16 years of age or older is guilty of a Class 6 felony; if the child is younger than 16 years of age, it becomes a Class 5 felony. House Bill 1745 makes it unlawful for any person 18 years of age or older to use any communications system, such as a phone or website, for the purposes of soliciting any child younger than 15 years of age for sexual purposes. …

Governor Bob McDonnell signed two bills introduced by Delegate David I. Ramadan during the 2013 Virginia General Assembly Session. House Bill 2101 directs the Board of Education to develop guidelines for the establishment at each public high school a program for students to become engaged with business communities through internships and job-shadow programs. This training will enable students to explore their long-term career options. House Bill 2341 allows the citizens of the Commonwealth to register to vote online through the State Board of Elections (SBE) and/or the Department of Motor Vehicles (DMV). The citizen must already have a Virginia driver’s license or state issued ID from the DMV. This will reduce SBE costs, reduce fraudulent voter registration, and lead to better voter access. …

Governor Bob McDonnell today announced his job creation and workforce development agenda for the 2013 General Assembly session, including measures to make it easier to start, locate and grow a business in Virginia, and to more closely align education and job creation. He included nearly $10 million in proposed budget amendments to support entrepreneurship, job creation and workforce training initiatives, including a pilot program to help entrepreneurs to grow sustainable start-ups, a Governor’s School on Entrepreneurship for Virginia middle school students and support for community college job-training programs. 2012 was the Year of the Entrepreneur in Virginia and this legislative agenda is focused on growing Virginia’s innovation economy. The Jefferson Innovation Summit for the Commonwealth produced a Policy Playbook of ideas, many of which are included in today’s release. The recently released Policy Playbook is available here.
